Issue Update: Bikes on SidewalksThe process considering changes to the city's bicycle riding on sidewalks ordinance continues to move along. Transportation staffers have held a total of five sessions for public input. The Transportation Advisory Board heard status updates along with public comments at it's meetings on February 10th and April 14th. The Downtown Management Commission also received an informational review and public comments at their April 7th meeting.
More detailed information on what has transpired is available
in the BBC discussion list http://groups.yahoo.com/group/BldrBike/ (see
messages on Bikes On Sidewalks..."). The current city staff
draft is available by clicking on "Matters From Staff - Bikes on
Sidewalks- Cover Memo.pdf" at: http://www.ci.boulder.co.us/publicworks
There is a sizable split in opinion within the working groups and members of the public that have come forward to make statements. In extremely brief terms, one group believes it is possible to rewrite the ordnance in ways that stand to benefit both bicyclists and pedestrians, simultaneously granting bicyclists the legal rights to use a few more sidewalks for limited transportation safety use while more clearly defining their responsibility for safe and court ious behavior around pedestrians on all sidewalks. The other group feels that sidewalks are for pedestrians use only and any change that might open a few more sidewalks to bicycle riding is a major defeat for pedestrians, regardless of other provisions it might have.
A public hearing of the city staff's recommendations before the Transportation Advisory Board is tentatively scheduled for Monday May 12. Public comment on the topic will be possible at least during general citizen participation if not in conjunction with the agenda item. See the website above for further updates.
